Bow/Crossbow accuracy drops?

As I've been playing my archer, I'll notice that sometimes I'll find a new bow/crossbow with more damage, yet when I equip it my accuracy drops to 65% (from the usual 95%). Does anyone know why this is? I'm not seeing any sort of accuracy stat on the weapon, so I can't figure out what's going on.

If the item level is higher than yours your accuracy will take a penalty. Not sure if it's really 30%, but it's the only thing i can think of. You can check by holding your cursor over hit chance in your character panel

You know what, I didn't even notice that items had levels. I read through the stats of multiple weapons several times trying to figure this out, and I completely missed the item level. I also have also missed the accuracy stat every time. I basically just tested accuracy by aiming at
random NPCs. Thanks a lot for the help!
