Report a translation problem
If in character creation, go to the Talents tab
Scroll down until you find Pet Pal
Click the little + next to it
Proceed with creating your character
Done
If you want it after you've already started the game or for an NPC party member, open the Equipment panel by pressing I or E
Go to the Talents tab
Make sure you've leveled up recently and have recieved a talent point for that
Scroll down until you find Pet Pal
Click the little + next to it
Done
Now, if you try to talk to an animal, you should be able to understand what it says. It's like a passive that's always there, you don't need to use any spell or ability to activate it. Just select the party member who has Pet Pal and click on the animal to talk to it like to any other NPC.
