"Precursor - if you're not sure if you have .NET, just go here and download it, then run the downloaded exe. This will not fix the issue, follow the below steps.
First, verify the integrity of the game files. This did not fix the pop-up issue for me but 7GB of the game files did need to be fixed by Steam.
Second, go to the file location - Games\Steam\steamapps\common\Divinity Original Sin 2\DotNetCore - and run the .exe in that folder. You should be presented with the option to repair so click that.
Third, exit Steam by clicking the "Steam" drop down menu in the client and clicking Exit.
Hopefully upon restarting Steam, you should be able to launch with no issues. I just had to figure this out after I couldn't find any answers that worked elsewhere."

The one .NET that it want to download is probably newer version than Larian Launcher is written on, so it is not supported and cannot be ran on downloaded version of .NET, you can skip precursor and first step and go straight to second step, install .NET Core from game directory and it should fix the issue.
P.S. .NET, .NET Framework and .NET Core are not intercompatible, by the looks of DotNetCore folder, it uses obsolete .NET Core version of .NET, however, when you trying to download .NET from the message box, it is probably downloading either .NET 6 (LTS) or .NET 7, which are not really intercompatible with .NET Core 3"
