Reality is, she’s not really evil, but not really good either. She is the architect that made the deathfog bomb that Lucian deployed against the elves and black ring. She didn’t deploy it and isn’t technically part of that choice, she just designed it. That said, she isn’t exactly morally good either.
There’s definitely room to debate on her alignment to a degree.
As with just about everything in this game, it’s a morally grey scenario.
