I'm not sure if this encounter is possible if Gareth is already dead, though.
Yeah it took me doing some research to determine that trigger. My current playthrough I actually went through the motions to check it out. One thing I forgot to mention was I avoided even crossing that bridge where the kid is across from the voidwoken, just in case even going that far triggers it. It's definitely a nice little alteration from the other way this quest can go.
From there the path can still divulge. If the dialogue happens where Gareth or you does not kill Jonathan right there, the parents still die. You find Jonathan's gloves at the burning home where the parents are, so it is suggested that Jonathan is the one that kills them.
If you or Gareth kill Jonathan where you first see him in that little shack, then the parents live. It's weird because there's persuasion checks involved, but failing them can still have the parents live anyway because the MC has the non persuasion option of just killing Jonathan anyway. Either through sneaky combat or a dialogue option.
Side note the parents will ultimately lead you to where Hannag is, fun little bit of backstory to be had with them.
I'm 99% sure it's not time related, but simply a matter of where you go and when.
