Honestly, even DOS 1 doesn't follow the same rules either.

Everything is a dice roll in D&D. In Divinity, you typically know exactly what the effect of any given action will do before you do it. Gives each game a very different feel. I won’t say one is better than the other, they both have their pros and cons.
I would say BG3 is much much harder than Divinity OS II, and BG3 is a lot more complex. Divinity is really nice if you want a game where you can absolutely steam-roll the enemy just by casually playing, whereas with BG3 the game mechanics are very in-depth and need a lot of attention paid to it to really get that same steam-rolling effect.
Dos2 have more stuns, physical and magical, you can also stunlock almost anyone and almost infinitely.
Dos2 don’t force you to regain any kind of magic/skill via some events, if you have it - you can use it (unless some source point skills, but you just need source points to use it)
Dos2 have overall less status effects then BG3, less spells/skills for support/attack and etc.
Dos2 have almost no random at all (if we ignore crits and heavy debuffs), yes, hit chance is default 95%, but it’s not an XCOM - in 99% you will hit the target.
Dos2 have armor feature, so you can’t freely stun enemy with easy.
Dos2 also have almost no random for actions too, if you have max thief level - there is no option that you can fail any thief event, same with convincing via dialogs and etc.
Dos2 have an option to complete immunity aka 100+% default resistance using just runes and armors.
Overall Dos2 is easier then BG3.
