I had the same problem. After trying all the recommended solutions i finally found this to work for me:

It is a universal runtime driver that allows earlier windows to run files that was made on windows 10 format (I am quite un-knowledgeable at this stuff, so excuse my terminology).

is anybody with windows 10 having this issue? from what i've seen i should already have this because I'm running windows 10 but I'm getting the same error messages when I try to start.
