With the improved crafting grab bag or the like a blank skillbook requires a leather cover, a quill, and a "distinctive" type herb.
I was under the impression they couldn't be crafted at all otherwise.
I struggled with this looking for ages to find this so I did some testing
For each of these you need:
- Empty Bucket
- Oil Surface (I threw an oil flask but you could destroy an oil barrel)
- The 'normal' (non distinctive version of the herb)
Then:I found that even if the herb has already grown you can move it into the oil surface, or when your placing/moving the seedling (your mileage may vary)
You'll get 1-3 of the original herb back and 1 of the distinctive version of that herb.
I tested this with all herbs I could see in potions and skill books here:

All of these worked: (I did it on the Lady Vengeance too)
