To answer your question....Yes you get to respec after you complete the first act I believe.
I think it's free with unlimited uses but don't quote me on that. Just what I have heard as I am not there yet.

When you respec and put points into other skills, say geomancer to scoundrel, are you given the same starter template spell choices or how does that work?
You just don't have the point needed to cast any Geomancer spell . All the spells your characters have learned will always be available to use if you ahve enough point in that spell category
So the spells given from starter templates are the only ones learned from the beginning or are we given all spells from the starter templates and only when we apply points in the right skill do they reveal to us? Thanks!
He's asking if you get new free skill actions in the new skills he's chosen, which I believe no, you do NOT.
