Also have attempted and failed strength check with a STR of 14. I know that isn't really that high, but someone above mentioned 16 and 14 so I thought it worth mentioning.
This was all done with 1 point in persuasion. (Persuasion does make these checks easier, right?)
Still, I feel the compulsive need to make a correction as this was not common knowledge then and might make some confusion now...
The relevent stat, INT, STR, whatever isn't important in persuasion unless the persuasion skill needed to pass the check is equal to the difficulty of the check itself. Your best stat might be the hardest response to pass and having a lower persuasion fails it instantly. It can be better to pick an option with a stat you have nothing invested in in some cases as the check requires a lower PER skill. If you have 3 PER and the check requires 4, having 1,000,000 of that stat would still fail the check.
As long as you only invest in one civil skill, which you should never split them only focus one per character, your PER should always be high enough to pass checks of a relevent level. Being a Lizard makes this especially true.
