Any of these suggestions of keeping it for later is wrong.
You sell it, or you eat it. If you eat it (may need to be elf) you get the Pheonix Dive skill.
There is another item, "pheonix hear" that you get for completing "a trial for all seasons", eating this as an elf will teach you the Flaming Tongues skill.

Both of these items ONLY have that use. Or for selling.

You can either eat it (for Phoenix dive) or sell it. I would recommend selling it. You can buy Phoenix dive from various Warfare vendors for far cheaper then you can sell it. It works out better for you to just sell it.
