Since I'm a Geomancer, I've found that dipping my daggers in Ooze barrels adds a small amount of permanent poison to them - and Geomancer enhances that greatly.
Unlike Divinity: Original Sin 1. Divinity: Original Sin 2, has had "Blacksmith" removed.
So no. There is no way to Improve weapons or armor.
But the fact that interaction with Anvils is possible and Whetstones can be found leads me to believe it was removed when they had to push all remaining resources into shambing together a skill system when their crafting based system fell apart.

You can craft some basic versions of equipment (anvils can be used to create shivs, swords, chain mail, leather armor and plate armor) but there are fewer enhancements. You can still do the nails + boots to avoid slipping.

Sady, apart from being level equivalent as to meet base stats. Equipment crafting yields nothing of value, not even profit.
So unfortunately if your looking to improve defenses or damages of equipment you'll have to swap it out entirely to something better. Which means running around the shops every level to try and find something new to replace the something old.
Hoping they've rerolled anything that fits into your build without forcing you into taking +INT in a STR based style just to maintain a competent level of protections, so the A.I doesnt ROLF stomp the living CC out of you.

And yes. Nay, naaaaay. I can and will point out any and every flaw in anything.

Runes add armor % based on rune size. I think runes simply replaced the armor enchantments. It is fine i think. Runes do what gear enchant did in DoS1.
Only the Masterwork Runes Add %Armor/MagicArm, and even then its based upon what item it is assigned too. The others add Res%.

And for the most part your right, but Blacksmith could still be used to Improve the base stats of gear, taking you further before finding a worthy replacement.

The only point to the crafting of 'gear' other than a few specific recipes from quests is to vendor it, sadly.

This is annoying. I got the Tyrant armor set and it'll suffer the fate of gear milling. I at least wish Uniques would scale with level.
