Call to Arms bug?

So I have the Call to Arms quest and it tells me to go to the abandoned magister camp, but there's nobody there. I'm literally standing on the Seekers Rallypoint flag on the map but no one here?
I did some other quests and such before I went there. Could that be the reason? did they attack without me?

A ton of quests in and around fort joy are bugged. Some are incompletable and some just don't update in the journal even after completing them.

So after the recent patch I still have this issue, I have refrained from playing to wait for a fix. Should I just reload back (and lose a couple of hours) and to that quest immediately?

I had the same issue earlier. What i did was first killing off as many shriekers as possible and then going back to the shrine to recharge the rod and tell gareth that we're ready. I loaded up some safes and realised Gareth and friends running past me as i killed the last shrieker without me telling him i'm ready. so you might be able to continue without wasting time :)
