They fixed a bug with the throwing dagger on the rogue. Scoundrel is still a very strong skillset. Warfare is more about tanking and control of battle elements; rogue does way more damage.
As long as you make an effort to be behind your target when using daggers yes. Which is fairly easy to do.
Dual is probably best for Daggers from a pure damage standpoint.
Shield gives defensive options, but ideally you should be behind the target while he's hitting someone else. You could also leave the other hand empty for the 'sucker punch' move and/or you wanted to use the ambidextrous talent for using items.
(Oddly in this game, Ambidextrous has nothing to do with dual wielding)
Looking for a build or at least guidelines
Could be i've just built my character really well =P, warrior scales damage and crit damage from 2 handed while rogue gets damage and dodge from Duel wielding, so a warrior gets an extra modifier over a rogue.
We also have the same lvl of gear, He has about 153-159 on his duel wielding ( 40% crit 184%crit damage) while i have 322 -348 (65% crit 265%crit damage)

Please give me your build in detail! I am terrible at building good combos and would just appreciate someone spoonfeeding me at this point :/
