Key to the Stern Room

I picked this up on the ship at the start, but I can't find the door it opens. It's not the cabin with the recipes on the bottom floor (that's the greasy key and the other door doesn't appear to have a key), and it's not either of the two doors that open into the cabin with the two live Magisters on the middle floor. Or at least, I have tried to open each of those three with this key in my inventory and nothing. Ideas?

Its for the people who killed everyone on the ship. The Stern Room is the room where the source witch lady does her stuff, which you can't get into unless one of the guards opens the door.

Ahhh, thank you so much. I've never killed everyone, so that makes sense, also as to where you get the key (off the guard that opens the door). Thanks!
