You can also add the red prince to your team. Lizards can dig without shovels

This thread is almost a year and a half old, at this point, but it's also the first thread that came up when I searched for this, so for the record:

Baladir, the guy standing by the coffin in the south-west section of Fort Joy, will also sell you a shovel. He might also drop one if he dies; I don't know.

Fairly certain a bowl and some form of branch/log/stick can craft one too

In my session, Baladir doesn't have a shovel.
However, Burro (one of Griff's thugs that pester some elf) does.
There's one in the "elf cave", in a passage where the frogs are.

You can also find a shovel in the elves caves, a little further after breaking the barriers in the back
