Shiny Red Ball (not working)

So the Shiny Red Ball isn't working for me. Talked to buddy got the quest got the key got the ball, if i enter the hound room from any door, the fight starts, there isn't any way to throw the ball like there was before in the game. Is this happening for anyone else or is it just me? Am I doing something wrong?

Did they initiate conversation with the Pet Pal member of the party?

I am the only member of my party and I have petpal, no conversation was initiated.
