How do I re-arrange my hot bar?

It's a big mess of things I didn't put on there, click drag does nothing, right click does nothing

Click the lock icon to the left of it. Also it's by default "unlocked state" when you open your skill menu (K keybind by default).

edit, can't believe I didn't notice that, why was it not unlocked to begin with!?

Look at first item/spell/skill in your skillbar.
Look to the left, you'll see a number (that's the number identifying the current skillbar).
Look to the left again, you'll see a lock. Click that and you'll be able to modify your skillbar by dragging/dropping.

Default is K I think, to open your spellbook to add them back. There’s also a button on the hotbar UI to own it.
