You can ruin quests by haphazardly killing stuff. The solution is to not kill everything.
The solution is to do what they did. Create dynamic quest threads which allow you to interact with NPCs however and in whatever order you want. Origin Characters quests will pick up later. It's not permanently broken.
You can go alone with Ifan to Zaleskar, that continues the questline!
The quest line doesn't stop at all it resumes at the end of Fort Joy, no quest line ends that easily. I skipped the Borris part and he still carried on Borris is just an asset for him nothing very important
Actually yes this is a bug. Borris should have a note on his body (the same one that you get from him when you actually talk to him, duh..) which is not there, and this kills the quest somewhat, since even thou you can go to the next person, you will not get the quest line from ifan.
But it will pick up after you kill who you were supposed to kill (you kill him anyway). The only thing you do not get is a sweet crossbow for ifan while talking to his contact that you were supposed to know about from the note from Borris.
