Report a translation problem
in most cases theres a "!" over their head when they have character story things to say. However there are case where certain NPCs will interact with that character differently.
as for acting as AI, the best you can do is change the formation as far as I am aware. they will follow you if you chain them to your character by dragging their portrait over the desired leading character.

The Skillbook of AI Control gives you 2 skills - AI Control and Restore Control . This will grant you the ability to cast AI Control for 0 AP on your allies and the effect is obvious . Hope this will make the game more fun for you , certainly did for me . Controlling 2 Characters Manually and leaving 2 for the AI to handle is being a great experience so far .
