Was the Undead Scarecrow linked to a specific quest?
So around the medows area in ACT 2, right across from the Paladin check point there is field full of scarecrows with an undead version that you can interact with. This leads to a fairly challenging fight but I don't remember any quest updates after beating it. However while I was recently clearing an unrelated quest called An Eternal Promise, I came across the final alter where thee is a voidwoken deer that you have to fight before reaching it. Praying to this third alter reveals something about a promise to release you of your burden. The quest log updates but there are no more alters around the area. I was wondering if the Scarecrow fight was supposed to be the final fight as it too kept babbling something about resting.

No specific quest. It's more background fluff and foreshadowing of the bigger story behind the immediate story. The Altars and the Scarecrow are not intrinsically linked to each other. I'm positive you could activate the 3 Altars (which, incidentally, do not have a definite quest resolution by the way), without the Scarecrow encounter.

No link. It might seem like a hard fight, but one consumable makes it trivial. Medium or large earth resistance potions removes all their damage.

Yeah thats how I beat him the first time. Picked up that trick after Alice fight. Anyway I decided to find it out the hard way by reloading an earlier save. Glad I did, things went even better this time around and now my Beast has the entire Duna The Undertaker armor. Besides that though, no obvious link. Pity, I guess this quest was incomplete.

I mean, I don't think it was meant to have a quest. Pretty sure it was just its own self-contained thing.

Sorry, I was talking about The Eternal Promise quest. Since you cannot close it without leaving the area. I was rather hoping the Scarecrow would somehow complete the quest.
