'Treated like cattle' - Can't cure second cow

I fed the first potion to one of the cows and then brewed a new one for Geraldine. But whenever I talk to the cow it says she takes the potion and that it needs a moment to kick in and she'll meet me in Driftwood to show me her stash but nothing happens.
She doesn't change, she doesn't leave, the potion remains in my inventory and there is no quest log update whatsoever. Am I missing something or is this just good old bugged?
