prison under arx, locked stairs beyond the weakened wall?

In the prison under the city of Arx, there's a room with some spilled source on the floor. Against one of the walls are a couple of barrels, and the wall they're in front of is a "weakened wall" that can be destroyed.

Past that is a locked staircase, unpickable. Does anyone know where the key to this is?

I'm not sure where the key is, but the room it leads to can be accessed a few other ways. It's part of the sewer system, so you can get to it through a pipe in one of the jail cells, another pipe at the bottom of a cliff behind the barracks (A Magister's spirit will tell you to go there if you have good persuasion) or through an entrance in the cellar at the Dwarven wedding.

Ya, the answer turned out to be that it's basically one-way. You'll come out through that doorway later on.

So disappointing shee'it finding those stairs and looking for 500 prisoners, only to see it barred up

I even went through the trouble of pickpocketing the one guard that has the master key to the prison, and it still didn't work :(
