I think I just bought finesse armor that didn't have the word Chain in their name, but I'm not sure if even that is required.
Papa Thrash, at the entrance to the Undertavern;
Fingal Boyd (if persuaded), near the windmill if you follow the route north from Driftwood's Gallows;
Fletcher Corbin, if invited on board the Lady Vengeance.
There are also a few "general" equipment traders who might have finesse armour pieces, such as:
Trader Haran, at Driftwood Square;
Aran the Raucous, Undertavern;
Tarquin, anywhere he might be in your game;
Jarvan, west of Driftwood Fields;
Baran Levere, Driftwood Inn upstairs
