Can you only resurrect a party member with a resurrection scroll?
Because right after I escaped fort joy, 3 or 4 undead killed my 2 members with the scroll's.

Yeah, that's why you spread the scrolls around.

No shame in reloading to before the fight. You can also probably buy more in the fort, nothing prevents you from reentering after you escape.

I tried getting the scrolls from there bodies, but the game wouldn't let me.

You need to be near them to remove the items from the inventory, but you can take the scrolls from their bodies by opening your inventory and moving it to an alive character after which you use the scroll.

I figured that out pretty fast, and how long does it take to get the collar's removed?

So the collars can be removed either by finishing fort joy arena (For one party member) Or by a gal in the Sanctuary of Amadia right after you find Gareth and a Purging wand either from Radeka or Braccus Rex's Vault.

Additionally, Lohse and Beast can get the collars removed for the whole party without saving Gareth. I'm not sure, but I think you can't get them removed with beast if he's the main character, though, weirdly enough.

My mistake on the inventory thing, last couple runs I've played were multiplayer so accessing a dead player's inventory didn't work.

Finding Gareth is all you need for the collars. Purging wands aren't necessary unless that is what someone else asks for in the event Gareth died.
