Threads of a curse experience gain?
doesn't this quest reward with more experience than 25? I tried multiple ways to complete it but I'm not getting more than that

No, that's it. All the quests that came from the Four Relics of Rivellon patch give negligible exp.

They do that so the quests didn't require a full rebalance of experience gain game wide.
