Craft Vulture Armor
I just got the 5 blessed feathers, ( I am 11th lvl), and from what I have read I can use these feathers on any leather armor . Does the quality of the armor used in crafting make a difference? Does my Characters level matter ?

Should be that any non-magical finesse armor will work. The armor will have the same stats no matter what else you do.
