Report a translation problem
The last 2 sets of armor all scale up to lvl 19 or 20 when you find all the pieces. BUT those pieces are scattered throughout all the acts. There's a Steam guide with more details on those.
Additionally, another Gift Bag option gives you a vendor with the ability to lvl up gear but it's stupidly expensive and easier to find a mod that does the same thing for free.
So in conclusion, getting the all items of the set will scale all pieces of the armor to a certain level
Fort Joy's Captain armor: Level 7 or 8
Driftwood's Vulture armor: Level 14
Arx's Contamination armor (you can get some pieces in earlier acts but it doesn't matter as you'd get them all in Arx anyway for that quest's plot reasons): Level 19 or Level 20
Arx's Devourer set (this is the only armor set where the pieces are scattered in all acts of the game 1 piece per act, last 2 pieces in Arx): Level 20
Unique, X, X, X, X is teh recipe assuming X is the item needed.
