I've seen quite a few threads in various places bemoaning the scarcity of leather armor by the time you most likely get the blessed feathers so I decided to experiment.

Turns out you can still make the pieces by combining chain finesse armor with the feathers. Hope that makes it easier for you to get it.

Yeah, When it says “leather” it’s literally just a general classification for “finesse” armor just how cloth would refer to intelligence armor and plate refers to strength armor. It doesn’t specifically need to be leather or have leather in the name.
