I found the book where you learn to craft this and the Vulture armor set in Fort Joy, but I'm not certain if it can be found elsewhere.

i always battle it and use afterwards bless to make the feders clean..
sorry it gives you more exp if i am not wrong. eitherway.. their is also more loot. he is a strong oponent be carefull guys.
I'm sorry to say this but this is a stupid advice the fight grants ~400 Exp (not 400k not 40k fourhundred exp) the loot is meager AT BEST (like 1-3 tormented Sould and a small 3 digit amount of gold ~200-300).
Also the fight is insanely hard compared to JUST answering the caretakers questions properly and getting literally AN EXTREMELY powerful level 14 set (which might easily carry you through loads of fights ahead and at this chapter) for a Ranger at level 11 or less?
yes true.. but i am an addict ^^.. the fight COULD give you good loot. =) thats why i murder everyone after finishing the quest. ^^..
it is a powerfull oponent but for veterans like me its not that hard.
