I feel like it would be popular if you had some control over character creation, and every player had the same set of items to pick from. No one wants to use canned characters.

Just use GM mode if that all you want it quite easy.

Arena was just a tacked on smalll thing the only thing making it stand out is pre-made unique characters and that no where near enough.

(also 0 marketing or care was given to it).

The whole appeal to this game is creating your own characters, and seeing them get progressively stronger and more capable over time. Arena Mode cheapens that concept and just gets you straight into the fight, void of that customization and personality. No wonder it's not popular - most people would rather enjoy the co-op experience with friends, which introduces much better combat simulations and nuanced experiences.
