What can you do with the "Rune of Boon & Banes"

Ive googled and noone mentions this "rune". I can't seem to do anything with it. I bought it from the merchant "Swann" after the quest "A Danger to Herself and Others".

First time i heard about that rune, i did the quest and i don't see anything.
Tried to steal the guy, no success, also i murdered him after, because karma.

I've only added "Crafting Overhaul" "Let there be tooltips" and "No items added to hotbars"

Never seen it myself but judging from the the terrible grammar, I'd guess it's not a vanilla item.

Yes but if someone googled the same question he would have found this topic without answers as I had. So it is better if there is at least one helpful tip.
