I think that the correct solution is (endgame spoiler):
Nobody deserves divinity. It is corrupt and corrupting and the idea of giving any flawed and broken person this much power is too dangerous. From a strictly utilitarian point of view, Lucian's plan is by far the best one, though I am partial to the "everyone gets superpowers" alternative as well.
But if that doesn't fit the parameters of the question, then I'm torn between Fane and Lohse. Red, Beast, and Sebille are an Emperor, Royalty (potentially next in line for the dwarven throne?), and a prime scion, so I would put them all as being biased towards their own race. Ifan hates the idea of there being a divine, and would likely try to stay out of matters and basically leave us with a half assed divine.
Lohse has no kingdom or followers to put in power, and she has a very noble cause that she wants to use divinity for, which makes her a good candidate. Fane has no bias as he is an eternal and very very few of them are left, I believe down to just him and Dallis at this point. He is also arguably able to hold the spot indefinitely as he won't die in a few decades from old age as the others would. I think, not sure if divinity adds to their lifespan.
Actually i think divinity does make you immortal, infinitly strong healing magic XD, i mean how did lucian survive in his grave all that time ? I think divines dont have to eat anymore either :D
Hm about sebille, i would agree if you happen to force to join her people again, i actually think she doesnt want to become a ruler and wants to be free instead ? (in my last play through i killer the shadow prince first, than the mothertree after)

That said, I'd actually vote The Prince in there. While some see his snobby side, I look at him from a more practical standpoint. He was a leader. He had experience leading armies, though indirectly. Unlike many of the others, he actually has the skills needed to handle the voidwoken threat. Given that he'd easily take his place as the Emperor in the Lizard homeland with the power of Divinity behind him, he really wouldn't have personal reasons to use the power of divinity for himself. He'd be able to put his focus specifically against the voidwoken. And while I'd assume people would think he'd put his own race first, and he probably would after the threat is dealt with (if ever), I feel like he would still lead strategically.
None of them are perfect. Some are worse than others, but of them all I'd think he is actually the better option.
With Sebille, I feel like her vengeful personality would take the better of her, putting the Lizard Empire at risk due to her own beliefs and opinions while favoring her own people more than anyone. They've had it ♥♥♥♥♥♥ with the deathfog situation and I feel like she'd try too hard to make up for it.
Ifan as said doesn't want it.
Lohse just isn't the type.
Beast... could work. He has some leadership experience with his rebellion and all that. If not The Prince, he'd be the next best option.
Fane... eh. Remember who the voidwoken are. He's out of place. I really don't think he'd be able to do it. I mean, he barely understands the society of the races he'd be leading.
