Do Vendors restock?
If they do, how can I "force" time to pass? I'm going to attempt all-one class types (I want like four rangers on a team) but I'm going to need to stalk some vendors. I'm wondering if they typically restock, or if I'm going to have to resort to the Cheat Commander mod to give me extra skill books.

Every hour that passes or on level up. So you can leave the game running while you take a break or check right before leveling then immediately after leveling.

Even in act 1 there will be multiple vendors for skillbooks. So, it will only take you 1 level up or 1 hour to get 4x skill books for rangers if you build them identically.

Its somewhat abusable though. I try to get a +1 thievery item by level 4-5 then go on mass thievery sprees using the origin characters I'm not using as shadowblade presets for thievery. Then just run about stealing every reset. I usually leave act one with all the best gear items that spawned in inventories, 1-6 copies of every skillbook, all the crafting items and consumables I could want as well as something in the realm of 120-200k gold. This is with a a party of 2 customs and 2 origins where only one of those is a thief and the other 4 origins are all thieves.

So random loot containers respawn hourly, too? O_O

No, only npcs will restock every hour or level. What the tactic above means is that each character you have takes a turn stealing from npcs. With + thievery gear you can rotate stealing each time your characters level, thus npcs will always have new stock for you to.. "borrow"

Exactly.

Though nothing beats the old backpack that exploit. It actually made gold worthless beyond a set amount. I had 4 million by level 16 once and only about 100k was worth anything at the time.
