I don't know about on lower difficulties, but on Tactician Honour I think their targeting favor weaker characters (for their attack type) unless you're really close to them and it takes AP to get to the rear weak ones. So it essentially makes your grouped up party (7 meter aura) have a magnet. But once you buff the Leader with a resist potion, at high levels it can make your Resistance equipped and buffed party near invulnerable to most magic and even heal from attacks including walking in Necrofire, etc. They will also dodge a lot of physical attacks. But if your rogue ventures too far ahead or your hunter Tactical Retreats away, then they will not get the bonus.
But in general, I think if you fight in damaging Surfaces a lot, then this would be the biggest help. And if you spread out, then it's not really worth it.
So i tihnk the answer is no, is not worth it.
Unfortunately, it is much weaker than what it was in D:OS1, as it is purely a defensive buff now. Would be awesome if it gave +1% crit chance per rank as well(up to a cap of +10%).
