Note that there are a handful of ambushes you'll encounter in the city that are level 20 and are quite nasty. You basically just need to avoid these encounters. Look for somebody that is called like an "ordinary looking citizen" that's level 20 with 5000 HP and armor.
I think if you focus-fire one of the guys and get him almost dead, they'll flee, but it's still tough to do at level 18 without just getting wiped.

As soon as you enter the city, it's in a building immediately to the, I think East or Northeast? Right near where you first meet Lord Kemm. There's some hidden buttons you have to push in the correct sequence that will open a hatch to a underground basement area.
Don't try to fight the Kraken itself. It flees once you kill all of the tentacles, which aren't that strong. You should be able to work your way around the outside of the harbor and kill them all from a distance, along with the one or two voidwoken walkers in the area.
You should be able to get to the lizard consulate from the little bridge near the cathedral. The ambush is located between Kemm's manor and the consular building. Or just have one person go invisible and sneak passed him, then teleport the rest of your party over using a pyramid.
My new hope is to try to level up around the city griding but doubt there's enough to get me any further than partially into lvl 19 - and don't see how that will significantly increase my characters enough to get past Kemm. Git Gud is my goal, but the ramp on the curve from pre-Arx to Arx seems slightly ridiculous, imho.
