Severed heads and Wretched Torsos
What are these used for? If anyone in my party eats it nothing happens.

If you eat them with an elf, you may gain a bit of knowledge. This can range from a skill or ability (very rare), or some flavor dialogue. Sometimes you will gain knowledge that will allow you to advance a quest even though the NPC is dead (this is particularly true of NPCs related to Sebille's storyline). Eating them will also heal your elf rather than poison them.

A few of them are used in certain quests.

Elves (or anybody else looking like an elf because of the "Mask of the Shapeshifter") should eat it. They have the "Corpse Eater" skill. Eating body parts gives them some knowledge of the persons past and sometimes even a free skill.

When Sebille eats them she just get sick or something of that nature, Limbs are good, heads don't work for some reason.

Body parts aren't guaranteed to give you skills, and are actually fixed unique items. For instance, the severed head you get as a quest reward from the elf you save in fort joy can be eaten to always receive First Aid. The head of Braccus' architect can also be found at the "Don' o'en 'e ches'" bit and eaten for Peace of Mind.
