Start Trade with NPC vendor. Drag gold from your bag into trading window. Don't ask any items from vendor. Accept. Attitude increased.
Be aware that even with +100 Attitude you won't be getting anything for free, I think there is about 20% price reduction only.
You are still low level to worry about buying stuff too much. Some skill books drop from dead enemies or are given as quest rewards.
You can also Pickpocket from vendors (only once per NPC). Have one of chars increase Thievery, enter into Sneak Mode (shortcut key C), make sure no NPC will be able to see you while sneaking. Usually easier outside of town where only 1-2 NPC are hanging and they do not move around much. While in Sneak mode right click NPC and use Pickpocket command. Any item you Steal this way will be marked as "Stolen" so you may want to take only gold and Skill Books. The NPC will notice you have been stealing and wants to search your inventory so drop the stolen items to ground before that.
Now, in general, you make money in the game killing stuff and searching for loot. Make sure you click on every barrel and crate and always take everything you find. If not usable, these can be sold. You can actually sell all the potions, grenades and crafting items too since very few are required in the fights. You can also kill many neutral NPCs for extra loot, but make sure you help them first by finishing quests they have.
But honestly, I have not bothered with gifting myself.
Don't remember the exact amount. But it is very cheap compared to the savings you get from using the same vendor during most of an act.
In the end of act 2 I had110.000 gold, and spent around 50.000 gold to buy some epic or legendary gears from vendors before moving to act 3. I still have couple of bags with 20-30k gold value, I can sell them for 15k gold each i guess. And I never do gift thing to vendors
You could have achieved the same wealth without wasting civic points on an otherwise useless skill.
