The game does not have level scaling. All enemies are of a fixed level and that restricts where you can go.
Seperate from that, the game has 4 acts. When you move on from one act to the next, you cannot go back.

The enemies all have set level, and usually you will not be able to win fights against higher level enemies so these normally block your way into further parts of the map, even within single Act. Obviously there are areas with neutral NPC you can explore as much as you can but you can not grind XP and items in DoS2.
