Steam Workshop is where you will find most of the mods in this game. Gift bags are mods that larian decided to incorporate into the game. Since this game has steam workshop most of the mods are on there very few mods in comparision are on Nexus Mods, however there are a couple of mods on nexus mods that are not in steam workshop.

Free Pet Pals on nexus or the gift bag version of it. This is just an example.
Or the random encounter etc.
No it is not the same. The Steam Workshop one gives you the skill free. The Gift Bag one gives the skill free but also gives you maximum affinity with the animal you are talking too.
It is not hard to read the description and find the difference.
With that said I am using the Steam Workshop one only because I did not know about the gift bad one when I started playing.
Also keep in mind if you use mods then the achievements are disabled unless you use the Nexus mod that re enables them.
