You *can* get to level 17 (without killing any friendly or neutral NPCs). If you complete every single quest avaialble up to that point in the game, you will be level 17.
The game doesn't expect you to be 17 tho, it expects 16, so you're good.
Also
there is enough XP in this game that you never need to kill innocents for XP. There is actually slightly more XP than is 'required' to keep up with the game just through the quests.
Idk maybe your roleplay is to be a murderer (nothing wrong with that lol), but in case you felt you were killing ppl you didn't want to just for the XP, it might be worth looking up all the quests and seeing which ones you missed instead. There are a number of quests that are not obvious or require some sleuthing around to find.
I actually did every single quest there is and was still 336k exp short.
I'm sorry but that simply cannot be true, as I've been level 17 the last two times I finished Reaper's Coast, and I never kill 'innocents' in RPGs. Like I said, there are a lot of sources of XP that are far from obvious. I can't say what you missed without knowing every quest you did, but I can tell you for fact that 17 is achievable.
Did you do that in the new edition as well? Because you get less exp for killing enemies and doing quests now. I've looked around and people before this update were talking about being level 17, now it's 16.
Ah yea you're right, I was basing that off the old edition. It would make sense to cap it at 16 because getting to the next place at 17 was easy mode.
That is not true.
I did reach level 17 and 10% for level 18 at the end of Act 2 in Definitive Edition.
I dare say it was a perfect play-through though, both in Act 1 and 2.
So not a trivial task, but not impossible either.
I was level 9 by the end of the alexander fight in DE.
