Just be nice to her, I think she should have hugged you by now or sth. The more 'interesting' part of the romance happens after you leave nameless isle.
except your more into the demonstuff sexwise...

I've been nice to all my allies and talked to all of them a lot. Yet Ifan is the only one out of the three who has been creeping on me. My main character is Sebille, if that makes any difference
How did the game decide to make Ifan do that? How did the game decide not to make the other characters also do that?
If it's a matter of "just be nice to them," then why aren't all three of them creeping on me like Ifan does?

The characters just act very differently. It seems that Ifan has a crush on you after that scripted driftwood tavern scene. Even if you tell him you are not interested, he still acts like that.
Lohse never acts like that. She has some emotional outbursts (or breakdowns...), but seems rather distant in her usual dialogue even after you romance her. If you romance her and kill the demon, she says sth like "I choose us" but if you talk to her outside of this special dialogue, she is calm and distant once again.
As for Sebille, her dialogue is managed very well imo. After you romance her, her voice gets noticeably warmer when she adresses you even in the usual dialogue. So, the voice actress did a great job, I guess? Or whoever wrote the script?
But I can understand you have some problems with how these interactions sometimes are very different from char to char and dont always match the nature of the char.
