Overall evasion has been significantly improved across the board to very poorly "nerf" physical build, it's especially true in Tactician difficulty.
Because they made the entire battle system go away from luck base crowd control effect to make it go back to have luck deciding all physical attacks way more than before. What an idea ... just balancing the spells at the root would have worked too ...

She has virtually no magic armor and can be shut down easily by any reasonably built spellcaster at that level since spells don't care about dodge. Alternatively, Teleport her away and throw oil at her, use Spider Legs from Poly to Web her, or attempt to stun her with Wet+Air damage of some kind. You also have Beast who can petrify with his racial, and all of these reduce or nullify dodge chance.
That one always had the permanent aura effect. And it is not the only one. There's a few of them throughout the game. That is just the 1st one you encounter.
This is not something that was changed with the DE version. It was always like that.
Mind control then you get an aura insread of enemy team.
Petrifying effects (petrifying touch)
Freezing effects.
Crippling effect . (Physical so doesnt work against 100 %dodge)
Slow effects
And more . Just to mention a few.
I think the Devs want to prevent super physical Lone Wolf build because it was too OP.
Evade does nothing to stop that build. There's over a dozen things you can do to reduce their evasion rating.
And more importantly, since the devs have changed nothing about how many enemies have this evade aura, it is obvious the devs have done nothing in that regard to counter a player build.
Did u start that fight before?
I saw few bugged permanent auras - its happends then u start fight and retreat. Or start fight with ur incarnat only and he dies
