Anyway, Ice Fan has 3 instances of trying to apply Frozen. Meaning if a target has no current status on them, they will first get chilled, then frozen. However Winter Blast will only apply 1 instance. So a target without any status will just become chilled.
It might even work if a target has a Warm status. As I said, I can't remember exactly, been a while since i played the game.
Ice fan is good because it does decent damage, 3 times. Hitting 3 times also means that you have 3 chances to apply frozen, and unlike hailstrike (as far as I can tell they do the same damage) ice fan is far more accurate since you can target each shot individually.
Winter blast is good because it hits a large area and freezes surfaces, but ultimately hits for less total damage and only has 1 chance to freeze.
