Secrets of the Dwarves - Sewer Key

Does anyone know where this is? Its not in the webbed area. Some guides say it is in another room with a source pool although I wonder if this is the standard version and not the definitive version which is the one I am playing. I understand i need the key to get to Justinia. Is this quest bugged?

Located - if anyone is looking for this, go back to the Ros Estate and look around the balcony in the garden where the food is laid out on the table. Its there.......somewhere

In the Definitive version it's on a dead dwarf's body right next to the outdoors buffet table. (At the place of the wedding). This is located on the stony balcony mentioned above.

I'm also playing the definitive edition. I found the key on the dead dwarf in the Ros estate and I've been through every part of the sewers, except there's a door in the sewers I can't get through no matter what I try. It's behind the spider fight, the long hall with poison and darts. It can't be picked and I can't teleport around it, and I have no idea where the key is. I feel like I've searched everywhere and haven't had any luck.
