probably idk what exactly can't create working story is.. try and test with assumption something might happen.

Is this with an existing save, that was working before?

If you start a new game with the same mods active, save and reload, do you get this error? Don't move from the starting position, or it can trigger an auto save, which can overwrite one from your current playthrough.

If a new game in your current profile gives this error, create a new profile and start a new game with one mod active, then save and reload, to check if you get this error. If not, try enabling a couple/few more mods and test again. If you are using a large number of mods, it may be faster to enable half and test: if there is no error, enable half the remaining mods and retest; if enabling half the mods gives the error, disable half of those mods and retest. Doing either repeatedly should help narrow down the conflict.

umm deactivate all mods then activate only simple ones that cant cause a issue then slowly add more until it pops back up.

sometimes when you have your user folder on your pc renamed to something that might cause a compiling error, using symbols or something. Just a thread i read about somone had like their pc user folder with a strange character and for some reason the game wasn't able to read it. Just one thing to check if your pc user folder name is acceptable, or you have it named with french symbol letters, or other languages. Hey who knows, might be the answer. What the other person did was rename their pc user folder name. Link is here on what he did

also try the normal stuff, verify steam files, delete and re-install, restart computer, etc.

some mods require additional plugins to work, check the mods that you are using and see if any requires it

I can confirm same error, before no mods game ran fine starting new story's. Then i downloaded Odinblade's Essential Mods / Helaene's collectible pack from the workshop, thats when the error showed up.

There's a guide on workshop that gives proper load order which i followed as well. The culprit is the mod called "Recruit companions with class mods" after disabling that it worked just fine.

now granted that might not be your problem but that was mine / how i fixed it
