For armor it will give a different penalty, but can't remember what, but the game will always tell you if you get penalty and the amount of penalty
There is actually no penalty for armour or such above your level, only weapons.
Like keep the lower level weapoon if the paper damage is higher? What would be the level difference where i should take the higher level weapon with "maybe" less damage?
Say if my weapon is 2,3,4 or more levels below my character level, or should i always go for the weapon with most paper damage, and disregard the item level?
Depends, if your character basic attacks a lot, then yes, try to keep the one with the most paper damage. Keep in mind, a lower-level high rarity weapon could be more or just as powerful as a higher-level lower rarity one. I believe the character panel should tell you how much actual damage your weapons will deal. For spellcasters, the stat boost/status effect matter more and can compensate for the lost damage if there's not much difference.
Also, dual-wield wands with huntsman can be pretty scary. Just saying.
