The 'cap' is 30, however most finish the game at level 21ish and I believe the highest you can reach is 23 (if anyone's gotten higher feel free to correct me).
Let's assume 23, so 2 at the start, and 22 from each level up. Lone Wolf doubles this (although they can still only be distributed 22 times, albeit for double the effect).
In other words, you can essentially max out two Combat Ability trees, and invest halfway into a third. Alternatively, those last 4 points ought be spread into a few trees for the sake of unlocking Utility skills such as Uncanny Evasion / Haste / Peace of Mind / Cloak and Dagger / Tactical Retreat etc. -- things you don't specialise in, but provide a decent buff unaffected by CA distribution.
All Skilled Up Talent offers another Combat Ability, and certain actions i.e accepting the God King's covenant will provide you with additional Combat Ability Points.
Alongside this, gear bonuses can provide some significant boosts to CAs.
