How do you fix the broken lever under the statue? I read all the torn pages and see no clue there.

Silver lying around, make it in the forge nearbye.

You need to find some steel(or was it silver?) bars(near the fastravel point to the west) and take them to the Forge up in the North and make a lever.Then combine that with the broken part and talk to the spirit to open the gate.
