My friend ended up getting too annoyed by it, it seemed to have a 1 in 3 chance of happening whenever a loading screen, I.E from a save, would come up. At first we thought it was just quicksaves causing the problem, and it seemed to be, so we started using hardsaves, but the problem sprung back up.
Looked for fixes, but only found posts dating from like 2016 and 2017, so it was limited in actual helpfulness. The game itself seems fine when playing in singleplayer, but now it seems to mess up multiplayer by preventing players loading in.
It's probably mod related, I guess. Can't be bothered disabling each mod one by one to find out, and my friend has already given up playing with me anyway
I think it has to do with a syncing problem.
If you have a save where this is fairly reproducible, please email it (or a Dropbox or Google drive link, etc) to supportdos2@larian.com. Also include a list of any non-Larian mods enabled (or previous used in that playthrough) and/or the modsettings.lsx file from your profile folder (the latter only includes the currently enabled mods).
Each save is a folder in the '..\Documents\Larian Studios\Divinity Original Sin 2 Definitive Edition\PlayerProfiles\<ProfileName>\Savegames\Story' folder.
In Windows Explorer you can zip a file or folder by right clicking on it/them and selecting 'Send To | Compressed (zipped) Folder' (and similarly in OSX/Finder).
I have this same exact issue and I can reproduce it with basically any mod, my friends and I literally cannot play multiplayer with mods because every 2 saves that we do ends up with an infinite loading screen. We've tried with even with one mod (feenex) and with one of Odin's with Odin's Core. This only happens exactly every 2 saves for us which is strange and of course one of us leaving will allow the game to load fully.
